News Item

The Ministry of Mines launched the auction of two offshore mineral blocks in the Andaman Sea on 1 October 2026 for grant of Composite Licences. The blocks contain polymetallic nodules and crusts hosting strategically important minerals.

Background

The two blocks are Sewell Rise-01 in the southern part of Sewell Rise and West Sewell Ridge-01 off Great Nicobar Island. Together they cover more than 1,632 sq km.

The mineralisation includes cobalt, nickel, manganese, copper and rare-earth elements—materials important for batteries, electric mobility, electronics, clean-energy systems and advanced manufacturing.

The auction is being conducted under the Offshore Areas Mineral (Development and Regulation) Act, 2002 and the Offshore Areas Mineral (Auction) Rules, 2024.

A Composite Licence combines exploration rights with a pathway towards subsequent production subject to fulfilment of statutory conditions.

Prelims Facts

  • Offshore region: Andaman Sea.
  • Blocks: Sewell Rise-01 and West Sewell Ridge-01.
  • West Sewell Ridge-01 lies off Great Nicobar Island.
  • Combined area: over 1,632 sq km.
  • Minerals include cobalt, nickel, manganese, copper and rare-earth elements.
  • Auction is for Composite Licence.
  • Governing law: Offshore Areas Mineral (Development and Regulation) Act, 2002.
Mains Focus & Analysis
  • Offshore minerals can diversify India's critical-mineral supply and support clean-energy manufacturing, but deep-sea extraction raises questions regarding marine biodiversity, ecosystem disturbance, scientific uncertainty and monitoring. Mineral security therefore needs to be balanced with precautionary environmental governance.

नीलामी Offshore Areas Mineral (Development and Regulation) Act, 2002 तथा Offshore Areas Mineral (Auction) Rules, 2024 के अंतर्गत हो रही है।

Composite Licence

  • West Sewell Ridge-01 Great Nicobar Island
  • संबंधित कानून: Offshore Areas Mineral (Development and Regulation) Act, 2002।

News Item

New provisions under the Registration of Births and Deaths framework came into force on 1 October 2026, changing the approval mechanism for births and deaths reported substantially after the prescribed registration period.

Background

The Registration of Births and Deaths Act, 1969 provides the statutory framework for compulsory civil registration in India.

Under the provisions effective from 1 October, if a birth or death is reported more than one year but within two years, registration requires approval of the District Magistrate, Sub-Divisional Magistrate or an Executive Magistrate.

Where the event is reported after more than two years, registration requires an order of a Judicial Magistrate First Class.

The designated authority must verify the authenticity of the reported event before permitting delayed registration.

Prelims Facts

  • Parent law: Registration of Births and Deaths Act, 1969.
  • Registration of births and deaths is mandatory.
  • Delay of more than one year but within two years: approval by specified Executive authorities.
  • Delay beyond two years: order of Judicial Magistrate First Class.
  • Civil registration is distinct from the population Census.
Mains Focus & Analysis
  • A reliable civil-registration system strengthens legal identity, demographic planning and evidence-based delivery of welfare services. Delayed-registration safeguards must simultaneously improve accessibility while preventing fraudulent creation of vital records.

Registration of Births and Deaths Act, 1969
