The Maths Behind the UP Budget:
Why a Revenue Surplus Can Coexist with a Fiscal Deficit

Revenue Surplus • Fiscal Deficit • Capital Outlay • Primary Deficit • GSDP. Understand every major term with the actual Budget 2026–27 figures.

Budget speech: 11 February 2026FY 2026–27: Budget EstimatesAll figures in ₹ crore unless stated

The puzzle that makes the entire Budget easy

Uttar Pradesh expects a revenue surplus of ₹64,457.57 crore. So why does the same Budget estimate a fiscal deficit of ₹1,18,480.58 crore?

Keep this question in mind. We will arrive at the answer step by step, not by memorising two unrelated numbers.
Total expenditure (BE)
₹9.13 lakh crore
Exact: ₹9,12,696.35 crore
Revenue surplus
₹64,457.57 crore
Current revenue receipts exceed revenue spending
Fiscal deficit
₹1,18,480.58 crore
2.98% of estimated GSDP
Capital Outlay
₹1,77,744.12 crore
Approx. 19.5% of the total Budget
KNOW THE VOCABULARY · SECTION 01

Five terms that prevent most exam errors

Actual, BE, RE, Revenue and Capital are not interchangeable.

Actual (Actuals)The income and expenditure actually recorded for a financial year after it has ended.
BE — Budget EstimatesThe original estimates of receipts and expenditure presented for the coming financial year.
RE — Revised EstimatesUpdated estimates for the current financial year, based on newer information.
Revenue AccountRevenue receipts and regular expenditure, such as salaries, pensions and interest; generally not direct asset creation.
Capital AccountCapital Outlay, loans and advances, borrowing, and debt-principal repayments. Capital Outlay is only one part of this account.
Common UPPSC trap: 2024–25 Actual, 2025–26 BE, 2025–26 RE and 2026–27 BE are four different bases. Never label all four as “actual spending”.
FOLLOW THE MONEY · SECTION 02

Where will the government get its money?

Total receipts include borrowing, whereas revenue receipts do not.

Total receipts
₹8,48,233.18
Revenue + capital receipts
Revenue receipts
₹7,28,928.12
Tax revenue, non-tax receipts and grants
Capital receipts
₹1,19,305.06
Includes borrowings and other liabilities

Break up the revenue receipts

State’s own tax revenue₹3,34,491.00 crore

State GST/VAT, excise, stamp duty and other state taxes
Share in central taxes₹2,68,910.76 crore

UP’s share of taxes collected and shared by the Union
Other revenue receipts₹1,25,526.36 crore

State non-tax revenue plus grants from the Centre

Read the source correctly: “Tax revenue” of ₹6,03,401.76 crore in the official Budget summary combines the state’s own taxes and its share in central taxes. The non-tax revenue category in that summary also includes grants.

Capital receipts = ₹1,19,305.06 crore

Recovery of previously extended loans ₹3,492.26 crore + borrowings and other liabilities ₹1,15,812.80 crore.
Remember: Borrowing is shown as a source of funds in the receipts statement, but is not deducted as a receipt when calculating fiscal deficit.
SPENDING STRUCTURE · SECTION 03

Revenue Expenditure vs Capital Account Expenditure

What exactly is the government spending ₹9.13 lakh crore on?

Revenue Expenditure₹6,64,470.55 crore

Salaries, pensions, interest, grants, subsidies etc.
Capital Account Expenditure₹2,48,225.80 crore

Capital Outlay + loans made + repayment of earlier debt principal

The three components of Capital Account Expenditure

Capital Outlay
₹1,77,744.12
71.6% of capital-account expenditure
Repayment of debt principal
₹61,795.39
24.9%: not new asset creation
Loans and advances extended
₹8,686.29
3.5%: financial assets/claims

The key distinction is that Capital Outlay refers primarily to the creation or acquisition of capital assets such as roads, bridges and public buildings. Repayment of existing debt principal is not Capital Outlay, even though it falls within the capital account.

Exam distinction: Capital Account Expenditure = ₹2,48,225.80 crore; Capital Outlay = ₹1,77,744.12 crore. Capital Outlay is approximately 19.5% of the entire Budget, not 27.2%.
CONCEPT 01 · SECTION 04

Revenue Surplus: a surplus in regular operations

Revenue Receipts − Revenue Expenditure
₹7,28,928.12 − ₹6,64,470.55
= ₹64,457.57 crore
Revenue Surplus in the 2026–27 BE

Imagine a household: It earns ₹100 from regular income and spends ₹90 on recurring needs. The ₹10 left over is a surplus in the household’s regular account. But that does not mean the family can build a ₹30 room without arranging more money.

CONCEPT 02 · SECTION 05

Why is there still a Fiscal Deficit?

A government can have revenue surplus yet need financing for its capital plans.

One equation explains the Budget

1. Capital Outlay

Spending related to capital assets
+ ₹1,77,744.12 crore

2. Loans and Advances Disbursed

Loans provided by the government
+ ₹8,686.29 crore

3. Less: Revenue Surplus

The money already available from the revenue account
− ₹64,457.57 crore

4. Less: Recoveries of Loans

Another non-debt financing source
− ₹3,492.26 crore

= Fiscal Deficit

Remaining financial requirement (FY 2026–27 BE)
₹1,18,480.58 crore
The same calculation with a ₹100 example
Regular income ₹100 − regular expenses ₹90 = ₹10 surplus. The new room costs ₹30. A friend repays an old loan of ₹2. The family still needs ₹30 − ₹10 − ₹2 = ₹18.
Surplus in daily operations and a financing gap for investment can coexist.

Alternative exam formula (using non-debt receipts)

Expenditure excluding debt-principal repayment = ₹9,12,696.35 − ₹61,795.39 = ₹8,50,900.96 crore
Non-debt receipts = ₹7,28,928.12 + ₹3,492.26 = ₹7,32,420.38 crore
Fiscal Deficit = ₹8,50,900.96 − ₹7,32,420.38 = ₹1,18,480.58 crore
Do not subtract total receipts directly from total expenditure and call it fiscal deficit.
Total expenditure ₹9,12,696.35 − total receipts ₹8,48,233.18 = ₹64,463.17 crore, but this is a different budget financing gap because the receipts total includes borrowing and the expenditure total includes debt-principal repayment.

Advanced note: The speech estimates a negative Consolidated Fund difference of ₹64,463.17 crore. With ₹9,500 crore in net Public Account receipts and an opening negative balance of ₹96.41 crore, the estimated closing cash balance is negative ₹55,059.58 crore. These are not interchangeable with fiscal deficit. Borrowings and other liabilities also include a provision of ₹10,000 crore for RBI Ways and Means Advances—already within that receipts heading, not an additional separate amount.

CONCEPT 03 · SECTION 06

Primary Deficit: what remains after interest?

Primary Deficit = Fiscal Deficit − Interest Payments
₹1,18,480.58 − ₹68,921.02
= ₹49,559.56 crore

Interest payment is included in Revenue Expenditure. Repayment of debt principal is classified in the capital account. The two must never be confused.

GSDP (Gross State Domestic Product) measures the total value of final goods and services produced in a state during a year. Expressing the deficit as a percentage of GSDP gives it an economic scale.

16th Finance Commission: Its recommendations for 2026–31 set a normal annual fiscal-deficit ceiling for states at 3% of GSDP, subject to the report’s stated treatment of specified special assistance for capital investment. UP’s 2026–27 fiscal-deficit estimate is 2.98%.

The speech says the ratio was brought below 27% in 2024–25 and presents a longer-term intention to bring it below 20% by 2030–31. Treat the latter as a goal, not an already achieved outcome.

Fiscal Deficit ≠ Outstanding Public Debt. Fiscal deficit is a financing requirement for one year (a flow). Outstanding debt is the total accumulated debt at a point in time (a stock).

(Capital Outlay)
₹1,77,744.12

Revenue Surplus:

Primary Deficit:
