News Item

On 9 October 2026, the National Statistics Office (NSO) released draft guidelines for compiling Gross State Domestic Product (GSDP) using the expenditure approach, with 2022-23 as the base year.

The guidelines aim to make State and Union Territory estimates more consistent and comparable.

Background

GSDP measures the value of economic activity within a State or Union Territory during a specified period.

Economic output can be studied using production, income and expenditure approaches.

The expenditure approach examines spending on final goods and services and investment.

The draft guidelines cover:

  • PFCE: Private Final Consumption Expenditure.
  • GFCE: Government Final Consumption Expenditure.
  • GFCF: Gross Fixed Capital Formation.
  • Changes in inventories.
  • Valuables.
  • Net exports.

According to NSO, some States already compile GFCF and GFCE estimates, but no State or Union Territory was compiling PFCE estimates at the time of the release.

Stakeholder feedback on the draft was invited until 28 October 2026.

Prelims Facts

Mains Focus & Analysis

  • Comparable expenditure-side GSDP estimates can improve understanding of consumption and investment patterns across States. The main challenges are the availability of reliable State-level data and the selection of suitable methods where direct information is unavailable.

India’s Index of Industrial Production (IIP) recorded year-on-year growth of 8.0% in August 2026. Manufacturing expanded by 9.0%, while Electricity & Gas Supply grew by 12.3%. Mining & Quarrying, however, contracted by 5.6%.

Background

The August 2026 IIP Quick Estimate stood at 123.3 compared with 114.2 in August 2025.

The new IIP series uses 2022-23 as its base year. The four broad sectors are Mining & Quarrying, Manufacturing, Electricity & Gas Supply, and Water Supply, Sewerage & Waste Management.

Manufacturing recorded growth of 8% or more for the third consecutive month. Eighteen of the 23 manufacturing industry groups recorded positive growth in August.

Major positive contributors included motor vehicles, electrical equipment and other transport equipment.

Prelims Facts

  • August 2026 IIP growth: 8.0%.
  • IIP index level: 123.3.
  • Base year of current IIP series: 2022-23.
  • Manufacturing growth: 9.0%.
  • Electricity & Gas Supply growth: 12.3%.
  • Mining & Quarrying growth: -5.6%.
  • Water Supply, Sewerage & Waste Management growth: 6.3%.
  • IIP Quick Estimate is normally released on the 28th of every month or the next working day.

  • Electricity & Gas Supply
  • Mining & Quarrying
  • Water Supply, Sewerage & Waste Management
  • IIP Quick Estimate

Mains Focus & Analysis

  • Strong manufacturing and power-sector growth indicates industrial momentum, but contraction in mining shows that sectoral performance remains uneven. IIP should therefore be read together with indicators such as GDP, PMI, credit growth and capacity utilisation rather than as a standalone measure of the economy.

Background

The borrowing will be conducted through 23 weekly auctions across maturities ranging from three to 50 years.

For FY 2026-27 as a whole, market borrowing through dated securities is expected at about ₹15.995 lakh crore, compared with the Budget Estimate of ₹17.20 lakh crore.

The Government also announced a Ways and Means Advances limit of ₹50,000 crore for H2 FY 2026-27.

Prelims Facts

  • H2 FY 2026-27 gross borrowing: ₹7.86 lakh crore.
  • Sovereign Green Bonds included: ₹15,000 crore.
  • Number of weekly auctions: 23.
  • Security maturities: 3 to 50 years.
  • FY 2026-27 expected dated-security borrowing: ₹15,99,506 crore.
  • H2 WMA limit: ₹50,000 crore.
  • Borrowing plan prepared in consultation with RBI.

Mains Focus & Analysis

  • Government borrowing influences bond yields, liquidity, interest rates and private-sector financing conditions. A predictable issuance calendar improves market transparency, while the maturity mix and green-bond component can help manage refinancing risks and deepen specific segments of the government securities market.

News Item

The Environment Ministry launched the sixth cycle of Management Effectiveness Evaluation of Tiger Reserves and released the MEE-TR 2026 Technical Manual. The assessment will cover all 58 tiger reserves in India.

Background

The exercise is organised by the National Tiger Conservation Authority in collaboration with the Wildlife Institute of India.

India's MEE framework is adapted from the IUCN World Commission on Protected Areas framework and assesses six broad elements: Context, Planning, Inputs, Processes, Outputs and Outcomes.

MEE began in 2006. Previous cycles were carried out in 2006, 2010, 2014, 2018 and 2022. A major addition in the 2026 cycle is Solid Waste Management as a separate evaluation criterion.

World Commission on Protected Areas

Prelims Facts

  • Current cycle: sixth.
  • Tiger reserves covered: 58.
  • Implementing institutions: NTCA and Wildlife Institute of India.
  • MEE initiated in India: 2006.
  • Previous cycles: 2006, 2010, 2014, 2018 and 2022.
  • Framework adapted from IUCN-WCPA.
  • New separate criterion in 2026: Solid Waste Management.
  • Six elements include Context, Planning, Inputs, Processes, Outputs and Outcomes.

Mains Focus & Analysis

  • Tiger conservation requires effective management of entire landscapes, not merely protection of individual animals. Regular independent assessment can reveal weaknesses in staffing, habitat management, tourism pressure, waste disposal, community engagement and ecological outcomes and guide future conservation investment.

News Item

A NaBFID-BCG report estimated that India may require ₹168–172 trillion of infrastructure investment through FY31. It noted that around ₹78–80 trillion of the requirement is not yet represented in the announced project pipeline, highlighting the need to convert infrastructure demand into financeable projects.

Background

NaBFID is a specialised Development Finance Institution established in 2021 under the National Bank for Financing Infrastructure and Development Act, 2021.

Its mandate includes addressing gaps in long-term infrastructure finance and supporting development of bond and derivatives markets for infrastructure financing.

The NaBFID-BCG assessment highlighted urban infrastructure and greenfield projects as major sources of future investment demand and called for stronger project preparation, viable revenue models and greater mobilisation of private and global capital.

Prelims Facts

  • The NaBFID-BCG report estimates infrastructure investment need of ₹168–172 trillion through FY31.
  • Around ₹78–80 trillion is not yet part of the announced project pipeline.
  • Urban infrastructure and greenfield projects are expected to account for a significant part of future demand.
  • NaBFID was established in 2021.
  • It was created under the National Bank for Financing Infrastructure and Development Act, 2021.
  • NaBFID is a specialised Development Finance Institution for infrastructure.
  • Its objectives include addressing long-term infrastructure financing gaps.
  • It also supports development of bond and derivatives markets for infrastructure finance.

National Bank for Financing Infrastructure and Development Act,

Mains Focus & Analysis

  • India’s infrastructure challenge is not only to mobilise large pools of capital but also to build a steady pipeline of bankable projects. Better project preparation, predictable regulation, viable user-charge models and deeper bond markets can help reduce the gap between infrastructure ambition and actual investment.

News Item

India’s software services exports rose 8.2% year-on-year to USD 221.4 billion in 2025-26, according to the Reserve Bank of India’s annual survey on computer software and IT-enabled services exports. The United States remained the largest destination with a 54.1% share.

Background

RBI conducts the annual survey to collect information on exports of computer software and Information Technology Enabled Services, including destination, mode of supply and type of service.

For the 2025-26 round, 7,569 software-exporting companies were contacted and 2,363 responded, including most major firms. Responding companies represented around 89% of estimated software-services exports.

When software services supplied through the overseas commercial presence of Indian companies are also included, total exports rose 9.5% to USD 239.3 billion.

Prelims Facts

  • Software services exports excluding overseas commercial presence reached USD 221.4 billion in 2025-26.
  • The year-on-year increase was 8.2%.
  • Computer services accounted for more than two-thirds of software services exports.
  • BPO remained the dominant component within IT-enabled services exports.
  • The United States accounted for 54.1% of exports.
  • Europe accounted for 31.8%.
  • The United Kingdom accounted for 15.4% of total exports.
  • Off-site delivery accounted for 91.7% of software services exports.
  • Including overseas commercial presence, total software services exports were USD 239.3 billion.
  • Local software business of foreign affiliates of Indian companies rose to USD 17.9 billion from USD 13.9 billion.

Mains Focus & Analysis

  • Software services remain a major strength of India’s external sector, but concentration in a few destinations and traditional service segments creates vulnerability. Moving towards high-value software products, artificial intelligence, engineering services and diversified markets can improve resilience and value addition.

News Item

The National Statistical Office released district-level estimates of key labour-market indicators for the first time on 18 September 2026. The snapshot covers Labour Force Participation Rate, Worker Population Ratio, Unemployment Rate and the share of youth Not in Employment, Education or Training.

Background

The estimates use the usual-status approach and provide a more granular picture than State-level labour indicators.

Among the 100 most populous districts, Surat recorded the highest Labour Force Participation Rate and Worker Population Ratio. The release also highlighted large inter-district differences in female participation and youth NEET rates.

The district-level framework can help governments identify local labour-market stress, design targeted skilling programmes and compare employment outcomes across regions.

Prelims Facts

  • District-level key labour-market estimates were released by NSO for the first time.
  • Around 57.8% of districts recorded female LFPR of 40% or above.
  • About 77.8% of districts recorded unemployment rates between 0.5% and 5.5%.
  • More than 75% of districts had youth NEET rates below 30%.
  • Among the 100 most populous districts, Surat recorded the highest LFPR at 68.6%.
  • Surat also recorded the highest WPR at 67.8%.
  • Araria recorded LFPR of 68.0% and WPR of 67.4%.
  • South Twenty-Four Parganas and Araria recorded unemployment rates of 0.9%.
  • Ernakulam recorded the lowest NEET rate among the 100 most populous districts at 9.6%.
  • Among State-capital districts, Shimla recorded the highest LFPR and WPR.
  • Among the listed State-capital districts, Thiruvananthapuram and Kolkata recorded the lowest unemployment rate at 1.9%.
  • Among major districts in Uttar Pradesh, Ghazipur recorded the highest female LFPR at 53.4% and female WPR at 52.9%.

Mains Focus & Analysis

  • District-level labour statistics can improve evidence-based policymaking by revealing employment problems hidden within State averages. Their value will depend on regular publication, methodological transparency and integration with skilling, industrial and social-protection policies.

Background

Real GDP measures economic output after adjusting for price changes, while nominal GDP is measured at current prices.

Moody’s also warned of downside risks from West Asia tensions, higher energy and fertiliser import costs, weaker external demand and possible food-price pressure associated with El Niño.

The forecast is an external assessment and should be distinguished from official growth estimates released by Indian statistical authorities.

News Item

NITI Aayog launched the second edition of the India Electric Mobility Index, IEMI 2025, on 16 September 2026. Delhi ranked first nationally with a composite score of 84, followed by Maharashtra at 78, Karnataka at 73, Chandigarh at 71 and Goa at 65.

Background

IEMI was developed by NITI Aayog in collaboration with WRI India. The second edition measures the progress of all 36 States and Union Territories during January-December 2025.

The index uses 16 indicators under three weighted themes. Transport Electrification Progress carries 50% weight, Charging Infrastructure Readiness 30%, and EV Research and Innovation Status 20%. For fairer comparison, jurisdictions are grouped into Large States, Hilly and Northeastern States, and UTs and City States.

Scores are classified as Top Performers at 65 or above, Frontrunners at 50-64, Emerging Performers at 35-49 and Aspirants below 35. The top national score improved from 77 in 2024 to 84 in 2025, while the median rose from 36 to 40.

Prelims Facts

  • Overall top five are Delhi 84, Maharashtra 78, Karnataka 73, Chandigarh 71 and Goa 65.
  • Maharashtra ranked first among Large States and Karnataka ranked second in that category.
  • Manipur led the Hilly and Northeastern States category with a score of 46.
  • Karnataka recorded the highest Charging Infrastructure Readiness score nationally at 97.
  • Delhi recorded the highest EV Research and Innovation Status score nationally at 94.
  • Delhi also led Transport Electrification Progress with a score of 77.
  • The index contains 16 indicators across three themes with weights of 50%, 30% and 20%.
  • At the September 2026 launch, NITI Aayog stated that 29 of 36 States and Union Territories had notified EV policies.

Mains Focus & Analysis

  • The index shows that EV transition is not determined by vehicle adoption alone. States need balanced progress in demand creation, reliable charging networks and research and innovation. The wide variation across jurisdictions also supports differentiated State-specific strategies rather than a uniform approach.

NITI Aayog released the ninth edition of Trade Watch Quarterly for Q1 of FY 2026-27. India’s combined merchandise and services trade reached $506.9 billion in April-June 2026, recording 15.5% year-on-year growth.

Background

The report analyses both international and Indian trade trends. In the first half of calendar year 2026, global goods trade reached $13.7 trillion with 12.5% year-on-year growth, while global services trade expanded by 10.5%.

This edition gives special attention to metals and ores because they are central to infrastructure, manufacturing, electric mobility, renewable energy and strategic technologies. India’s metals and ores exports rose from $21.8 billion in 2015 to $36.8 billion in 2025, while imports increased from $32.2 billion to $60.5 billion over the same period.

Prelims Facts

  • Tanzania and South Africa entered India’s top ten export destinations in Q1 FY27, replacing Hong Kong and Saudi Arabia from the previous quarter.
  • Tanzania recorded the strongest year-on-year export growth among the top ten destinations at 146.7%.
  • India’s top ten export destinations accounted for about 50.9% of total exports.
  • In 2025, iron and steel formed the largest share of India’s metal imports at 32.1%, followed by copper at 23.1% and aluminium at 19.2%.
  • Copper and articles thereof showed the sharpest rise in India’s metal-import share over 2015-25.
  • India’s metals and ores exports represented about 1.8% of global import demand in 2025.

Mains Focus & Analysis

  • The report points to two parallel challenges. India is integrating more deeply with global trade, but its metal economy remains import-dependent in several strategic non-ferrous segments. Greater domestic processing, downstream value addition and diversification of export markets can improve resilience.

News Item

India's economy has kicked off the financial year 2026-27 on a very strong note, recording a robust 7.8% growth in Real GDP during the first quarter (Q1). This impressive performance was mainly powered by a boom in the manufacturing and services sectors, alongside a sharp rise in investments and household consumption, proving India's immense economic resilience despite global uncertainties.

Background

Economic health is measured primarily by GDP. To make these calculations accurate, the government periodically updates the Base Year—the anchor year against which current prices and production are compared. The Ministry of Statistics & Programme Implementation (MoSPI) calculates these figures. Recently, the estimates used new price and production indices with an updated base year of 2022-23. Changing the base year is like "resetting the weighing scale" to capture modern economic activities (like new digital services or advanced manufacturing) that didn't exist a decade ago. This ensures that the GDP picture reflects today's reality, not outdated data.

Prelims Facts

  • Real GDP (calculated at constant base-year prices) grew by 7.8%, while Nominal GDP (calculated at current market prices) grew by 10.3%.
  • Gross Fixed Capital Formation (GFCF), which is the standard metric used to measure the level of domestic investment, surged by 11.9%.
  • To maintain economic momentum, the government recently approved major schemes like Semicon 2.0 (for chip manufacturing), Samudra Manthan (National Offshore Exploration Scheme for energy), and BHAVYA Rasayan Scheme (for chemical parks).
  • The Index of Industrial Production (IIP), an indicator that measures the growth rate of different industry groups, remained firm, supported by double-digit growth in capital goods.
  • Global rating agency S&P Global Ratings affirmed India’s ‘BBB/A-2’ sovereign rating with a Stable Outlook, reflecting global confidence in India's macroeconomic stability.

Mains Focus & Analysis

  • Consistent economic growth hovering around 8% creates a 'virtuous cycle': high growth leads to more investments, which creates jobs, putting more money in people's pockets, which in turn drives higher household consumption. However, sustaining this trajectory requires shielding the economy from global supply chain shocks, ensuring energy self-reliance, and aggressively upskilling the workforce to match the demands of new-age manufacturing schemes like Semicon 2.0.

Background

The Ministry of Statistics and Programme Implementation (MoSPI) releases the quarterly GDP estimates. To make the data more realistic and aligned with current economic structures, the government recently updated the base year for GDP calculation to 2022-23. Additionally, India has adopted the Double Deflation method for the manufacturing sector, a global standard recommended by the IMF. Under this, instead of using a single price index, the values of inputs (raw materials) and outputs (finished goods) are adjusted separately for inflation, giving a much more accurate picture of real value addition in manufacturing.

Prelims Facts

  • The Tertiary (Services) Sector led the economic growth, expanding at 10.0%, heavily supported by the 'Financial, Real Estate, IT, and Professional Services' segment.
  • The Gross Fixed Capital Formation (GFCF), which is a key indicator of investment in physical assets (like machinery and infrastructure), grew impressively in double digits at 11.9%.
  • MoSPI compiles GDP data based on the benchmark-indicator method and aligns it with the International Monetary Fund’s (IMF) Quarterly National Accounts Manual, 2017.

During the 5th meeting of the National Council for Senior Citizens in New Delhi, Social Justice and Empowerment Minister Dr. Virendra Kumar launched an e-book titled 'SNEHA'. The book highlights the government's major initiatives and inspiring stories of active ageing, reinforcing the commitment to a dignified and secure life for the elderly under the vision of a 'Viksit Bharat' by 2047.

Background

India is currently experiencing a significant demographic shift with a rapidly growing elderly population, which requires a robust social security and healthcare safety net. To address these needs, the Ministry of Social Justice and Empowerment implements the Atal Vayo Abhyuday Yojana (AVYAY), a comprehensive umbrella scheme aimed at providing financial, healthcare, and emotional support to senior citizens. The National Council for Senior Citizens (NCSrC) acts as the highest advisory body to the government on these policies. During the recent meeting, the council reviewed the impact of AVYAY and deliberated on a landmark initiative to extend universal health insurance coverage under Ayushman Bharat (AB-PMJAY) to all senior citizens aged 60 years and above, irrespective of their financial background.

Parliamentary Panel Urges Review of FDI Limits in Private Hospitals to Check Rising Costs

Quick Prelims Revision

  • The 176th report on 'Affordability and Accessibility of Healthcare Facilities' was tabled by the Department-related Parliamentary Standing Committee on Health and Family Welfare.
  • In India, 100% FDI is currently permitted in the hospital sector under the automatic route (no prior government approval needed).
  • The committee recommended increasing the mandatory bed reservation for BPL, EWS, and AB-PMJAY beneficiaries from 10% to 20% in private hospitals receiving government sops.

News Item

A Parliamentary Standing Committee has strongly recommended reviewing the Foreign Direct Investment (FDI) limits in private hospitals. The panel warned that aggressive corporatisation fueled by foreign capital is turning healthcare into a purely capitalistic enterprise, drastically pushing up medical costs and making treatments unaffordable for the common man.

Background

Under current regulations, India allows 100% FDI under the automatic route in the hospital sector to boost medical infrastructure. However, the Parliamentary Standing Committee on Health and Family Welfare (in its 176th report) highlighted the negative consequences of this policy. Citing the 80th round of the National Sample Survey (NSSO), the panel noted a massive gap in affordability: the average cost of hospitalisation is ₹50,508 in private hospitals compared to just ₹6,631 in government hospitals. To counter this "unhealthy trend," the committee suggested redirecting foreign investments toward manufacturing medical devices and pharmaceuticals. It also recommended capping the cost of essential treatments and pushing private hospitals that receive government benefits to increase their mandatory bed reservations for BPL and Ayushman Bharat (AB-PMJAY) beneficiaries from the current 10% to 20%.

India has been ranked a dismal 176th out of 177 countries in the latest Environmental Performance Index (EPI) 2026, prepared by Yale University. While India performed poorly in crucial areas like air quality and biodiversity, the Indian government has historically rejected the index, citing unscientific methodology and flawed assumptions.

Background

The Environmental Performance Index (EPI) is a biennial (every two years) global report developed by the Yale Center for Environmental Law & Policy in collaboration with the Center for International Earth Science Information Network (CIESIN) at Columbia University. Started in 2002, the index evaluates countries on environmental health, ecosystem vitality, and climate change mitigation. Over the years, developing nations like India have criticized the EPI because its metrics often ignore historical greenhouse gas emissions by developed countries and prioritize per-capita emission metrics that disproportionately favor wealthier, less populous nations.

Prelims Facts

  • In the South Asian region, India ranked 7th among 8 countries.
  • India's weakest performance was recorded in the Environmental Health, Air Quality, and Biodiversity parameters (ranked 174th).
  • India showed relatively better performance in Climate Change (130th) and Waste Management and Sanitation (141st).

India has achieved a historic milestone by becoming the world’s second-largest supplier of seafarers, contributing 12.16% of the global maritime workforce. Surpassing China, Russia, and Indonesia, India now ranks only behind the Philippines, marking a massive leap from its fifth position in 2015.

Background

Seafarers are maritime professionals responsible for operating and navigating commercial ships, forming the backbone of global trade (as about 80% of world trade volume is carried by sea). India has seen remarkable growth in its maritime workforce, jumping from just 5.2% in 2015 to 12.16% in 2026. This surge is driven by government initiatives, robust maritime training academies, and strict adherence to international maritime standards under the Directorate General of Shipping.

The government recently shared the key findings of the National Family Health Survey-6 (NFHS-6, 2023-24) in the Lok Sabha. The survey reveals significant improvements in maternal and child health, such as increased institutional deliveries and vaccination rates, but highlights a worrying rise in obesity and high blood sugar levels among adults.

Background

The National Family Health Survey (NFHS) is a large-scale, multi-round survey conducted in a representative sample of households throughout India. The Ministry of Health and Family Welfare (MoHFW) has designated the International Institute for Population Sciences (IIPS) in Mumbai as the nodal agency for providing coordination and technical guidance. The data from NFHS is crucial for shaping India's health and family welfare policies, tracking sustainable development goals (SDGs), and assessing the effectiveness of ongoing government health schemes like Mission Indradhanush and POSHAN Abhiyaan.

In a major boost to its economic policies, Gujarat has secured the top rank in NITI Aayog's inaugural Investment Friendliness Index 2026. With a score of 56.6, it outperformed Maharashtra and Tamil Nadu, solidifying its position as India's most attractive destination for businesses. Meanwhile, Uttar Pradesh showcased strong potential by securing a spot in the 'Frontrunners' category.

Background

The NITI Aayog (National Institution for Transforming India) is the apex public policy think tank of the Government of India, established in 2015 to promote competitive and cooperative federalism. Its first-ever Investment Friendliness Index evaluates all 28 states and 8 UTs across 8 pillars and 84 indicators (like infrastructure, governance, and fiscal health). The index categorizes states into four tiers: Top Performers (Score >50), Frontrunners (45-50), Emerging Performers (40-45), and Aspiring States (<40). Gujarat's success is driven by its robust infrastructure (like GIFT City, India's first International Financial Services Centre), cheap industrial electricity, and strict fiscal discipline. Uttar Pradesh has made significant strides, earning a place among the 15 'Frontrunners', driven by its improving business climate and policy reforms.

Mains Focus & Analysis

  • The AISHE data reflects important progress in higher education access, especially for women and marginalised communities. Higher female GER and a GPI above 1 show that women’s participation is now outpacing male participation in many areas. However, India must move beyond enrolment numbers and focus on quality, affordability, research capacity, STEM outcomes, employability and regional equity. Stronger data verification is also needed because AISHE data are self-reported by institutions.

An editorial highlighted India’s worsening water stress, with cities such as Bengaluru, Delhi and Mussoorie facing severe water shortages. It argued that India cannot depend only on monsoon rainfall and must invest in climate-proof water systems, wastewater reuse, efficient irrigation, better urban finance and reliable river-basin-level water data.

Background

India has about 4% of the world’s water resources but supports nearly 18% of the global population. The editorial notes that 11 of India’s 15 major river basins are under water stress, while basins such as Krishna, Cauvery, Mahi and Tapi are already below the water scarcity threshold. A recent UNU-INWEH report has warned of global “water bankruptcy”, where water systems are overused, polluted or unable to meet essential needs.

Cities as Growth Hubs, Creative Redevelopment of Cities, तथा Water and Sanitation को support करता है।

Mains Focus & Analysis

  • The editorial argues that India must move from emergency response to long-term water security planning. Four priorities stand out: climate-risk mapping of water infrastructure, circular water use through treated wastewater reuse, efficient irrigation and crop diversification in agriculture, and reliable river-basin-level data on withdrawals, losses and consumption. The Urban Challenge Fund is important because it can help cities finance water supply, drainage and sanitation projects, but its success will depend on project preparation capacity, municipal reforms, transparent governance and the ability of cities to mobilise market finance.

India has enriched its biodiversity by adding 709 animal species and 353 plant taxa to its national database in 2025. Unveiled by the Union Environment Minister, the latest discoveries confirm India's position as a premier mega-diverse country, with Kerala leading in new animal finds and Arunachal Pradesh topping plant discoveries.

Background

India is recognized as one of the 17 globally mega-diverse countries, harboring four major biodiversity hotspots (Himalaya, Indo-Burma, Western Ghats, and Sundaland). The documentation and conservation of this vast ecological wealth are managed primarily by two foundational institutions under the Ministry of Environment, Forest and Climate Change (MoEFCC): the Zoological Survey of India (ZSI), which catalogs animal life, and the Botanical Survey of India (BSI), which maps plant diversity. Regular scientific surveys by these bodies ensure that hidden species, from microscopic fungi to large mammals, are officially recorded, which is vital for planning sustainable conservation strategies in an era of rapid climate change.

Mains Focus & Analysis

  • The continuous discovery of new species highlights the immense, yet partially unexplored, ecological wealth of India. However, habitat destruction, unregulated land use, and invasive species severely threaten these newly found and endemic organisms before they can be fully understood. Strengthening the institutional capacity of ZSI and BSI, increasing domestic funding for taxonomy, and integrating local communities into biodiversity monitoring are critical steps needed to achieve the conservation targets set under the Kunming-Montreal Global Biodiversity Framework.

India's 12 'Operationally Deployed' Nuclear Warheads: SIPRI Report

Quick Prelims Revision

  • The Nuclear Command Authority (NCA) of India consists of a Political Council chaired by the Prime Minister and an Executive Council chaired by the National Security Advisor (NSA). The final authority to launch nuclear weapons rests strictly with the Prime Minister.
  • Canisterisation of missiles (like the Agni-V) involves keeping the missile integrated with its warhead in a sealed, climate-controlled tube. This drastically reduces the time required for launch and improves operational readiness.
  • Globally, the nine nuclear-armed states possess an estimated 12,187 nuclear warheads as of January 2026.

News Item

For the first time, the Stockholm International Peace Research Institute (SIPRI) has reported that 12 of India’s estimated 190 nuclear warheads are "operationally deployed" (pre-assembled and ready to launch). This development highlights the maturation of India’s second-strike capability and submarine-based deterrent, ensuring maximum national security without shifting away from its traditional 'No First Use' policy.

Background

Historically, India maintained its nuclear arsenal in a "de-mated" state, meaning warheads were stored safely away from their delivery missiles to prevent accidental launches. However, with evolving geopolitical threats, especially the rapid expansion of China's nuclear arsenal (currently estimated at 620 warheads), India has modernized its forces. This includes operationalising nuclear-powered ballistic missile submarines (SSBNs) and adopting "canisterised" Agni missiles. Keeping some weapons fully mated and deployed does not mean India is going to war; rather, it guarantees that even if an adversary launches a surprise first strike, India's weapons will survive and deliver a devastating retaliatory blow. This structural readiness is the very foundation of India's 2003 Nuclear Doctrine.

Mains Focus & Analysis

  • India's shift towards deploying a portion of its nuclear arsenal is a pragmatic response to the deteriorating global arms-control architecture and the aggressive modernization of Chinese forces. This move does not signal an abandonment of the 'No First Use' policy; instead, it reinforces it. A doctrine that relies solely on retaliation requires an absolute guarantee that the weapons will survive a first strike. Continuous SSBN patrols and canisterised land missiles provide this guarantee, thereby strengthening regional stability and maintaining a credible deterrence.
