News Item
On 10 October 2026, the Ministry of Tribal Affairs released the findings of the Second Regional Review Conference on the Forest Rights Act, 2006, held in Kolkata on 9 October. According to the Ministry, more than 54 lakh forest-rights claims had been received nationally by 31 August 2026, while approximately 11 lakh remained pending. The conference emphasised timely disposal of claims, recognition of community forest rights and stronger implementation by Gram Sabhas.
Background
The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, commonly called the Forest Rights Act (FRA), recognises specified forest rights of eligible forest-dwelling communities.
The Act covers both individual and community rights. These include rights over eligible forest land, access to certain minor forest produce and Community Forest Resource Rights.
Gram Sabhas play a central role in initiating the process of determining forest rights. Claims are examined through the prescribed institutional mechanism, including Sub-Divisional and District Level Committees.
The Kolkata conference involved eight States, namely West Bengal, Assam, Tripura, Jharkhand, Odisha, Bihar, Madhya Pradesh and Chhattisgarh. Andhra Pradesh was invited separately to share good practices.
According to the Ministry's figures as of 31 August 2026, approximately 25 lakh titles had been distributed, more than 18 lakh claims had been rejected and around 11 lakh remained pending.
The conference also reviewed recognition of Habitat Rights of Particularly Vulnerable Tribal Groups (PVTGs), digitisation of records and integration of recognised rights into revenue and forest records.
The Ministry emphasised that recognition of Community Forest Resource Rights should be accompanied by Gram Sabha-led management planning.
